Vision

Establish an iconic, self-sustaining and inviting multi-purpose center that will fulfill the spiritual, developmental & communal needs of students and the Austin Muslim community while serving as an ambassador of Islam to the greater Austin and Texas community.

 

Mission
  • The executive committee will continue to exist in its current form and will be assisting the Board with the execution of it’s responsibilities.
  • Members of the executive committee are entitled to an open and welcoming environment where they will have access to development opportunities & mentoring from members of the Board.
  • Maximize the opportunities for mentorship and leadership of the youth with the goal of developing the heirs of the Muslim community
  • Foster meaningful communal bonds among the local Muslim community through social & spiritual activities.
  • Build a robust capacity for representing Islam to the greater Austin community & fostering a greater understanding of Islam among the latter.
  • Serve as an endowment for the greater Austin Muslim community
Board Responsibilities
  • Organization and coordination of mosque activities and has the right to appoint specialized committees to assist them in these endeavors
  • Manage and lead the Nueces reconstruction project to completion based on the established conceptual design
  • Sign all legal, contractual, and financial documents, including financial institutions, related to Nueces Mosque reconstruction, operations, and overall governance
  • Develop bylaws and operating procedures to effectively support its function and responsibilities
  • The existing Nueces Mosque EC as well as the Imam will report to the new board.
  • The deed of the Nueces Mosque shall remain with NAIT and lease agreement shall remain with ICGA Board of Trustees.
  • All resolutions of the board will be adopted upon the approval of 5 of the 7 members of the board.
  • A minimum of 5 members are required for quorum.
  • Any Imam hiring or termination decision by the Board of Directors must be made in consultation and agreement with the ICGA Board of Trustees.

Nomination and Selection Process
  • Anyone from the community can nominate individuals for the Board through an online form.
  • Nominations will be accepted for a limited time, from August 6 – August 31
  • The Selection Committee will then vet, interview & select candidates based on their qualifications for the nominated position(s).

Steps

  • Aug 6 – Nominations open
  • Aug 31 – Nominations close
  • Sept 14 – Nominee acceptance period closes
  • TBD – Meet the nominees and community Q&A
  • Sept 17-30 – Interviews and selection by the hiring committee
  • Oct 5 – Final board announcement by the ICGA Board of Trustees
Executive Committee
  • The executive committee will continue to exist in its current form and will be assisting the Board with the execution of it’s responsibilities.
  • Members of the executive committee are entitled to an open and welcoming environment where they will have access to development opportunities & mentoring from members of the Board.
  • Their position on matters being deliberated by the Board is to be considered seriously and their views are to be expressed and acted upon by the Director of Student Engagement.
  • Up to 4 members of the executive committee may assist Board meetings as observers and/or may be called upon to present information to the Board.
  • The composition & regulation of the Executive Committee will be determined by its members and any changes or additions require the approval of the Board to take effect. 
Islamic Guidelines
  • Where an Islamic Jurisprudence question arises as to the permissibly or impressibility of a matter being considered by the Board, or otherwise affecting the policies or practices of Nueces mosque, the Imam appointed by the Board will be consulted for a ruling and the Imam’s determination will be binding on the organization. 
  • Nueces Mosque core values and principles must be reviewed and approved by the Nueces Imam or the resident scholar to ensure their alignment with Islamic values and principles
Core Values and Principles
  • We are continuously guided by the Quran, the authentic Sunnah of Prophet Muhammad, peace be upon him, and the traditions of Ahl-e-Sunnah-wal-Jama’at in all aspects of our activities and services.
  • We strive to serve Allah SWT by realizing the Prophetic model of Masjid as a sacred place of worship and center of community development.
  • We identify as Muslims and not as a particular ethnic group, race, color, or tribe. We cherish our diversity and do not practice any exclusionary activities in the center.
  • We promote Islamic morals and character in the most pleasing manner, and without any compulsion. Our role is to teach, remind, encourage, and not to compel or judge.
  • We strive to help our members and community practice best of Islamic behavior and help them develop a strong American Muslim identity.
  • We enjoy those aspects of our nation’s culture that do not conflict with Islamic values, and avoid those which do.
  • We are committed to constructively engaging in our country’s religious, civic, economic, social, and other non-political activities for the overall betterment of our nation.
  • Our facilities and activities are welcoming to women, minorities, and people of all faiths.
  • Men and women are equally encouraged to participate in center activities and equally responsible for their efforts.
  • Women should have prayer space in the main Musalla without barriers.
  • Women should have private space in the main Musalla for prayers and reflection.
  • Women should participate in the center decision-making process.
  • We respect and honor our imams and scholars as custodians of Islamic knowledge. We look to them to guide us and empower them to make decisions in matters of Aqeedah and Fiqh. 
  • The leaders of the center are custodians and servants of the House of Allah SWT and as such welcome and honor anyone who enters it as His guest.
Conflict Resolution
  • In general, all governing bodies and individuals part of the Nueces Mosque governance team are expected to collaborate, consult and communicate while performing their duties to minimize conflicts. Each governing body is expected to establish guidelines for resolving conflicts through mutual consultation and arbitration. However, when needed, following conflict resolution rules will apply.
  • Complaints from the community with respect to the conduct of the board or adherence to Nueces values and principles shall be communicated to the Director of Community Affairs who will undertake the investigation and resolution of the complaint in conjunction with the Chairman and any necessary action will be adopted according to the rules of decision making.
    • Where the Chair is concerned in the complaint or the Chair is occupied by the Director of Community Affairs, the Vice-Chair will be take the place of the Chair.
    • Where the complaints are directed against the Director of Community Affairs, they will be communicated to the Chair who will undertake the investigation and resolution of the complaint.
    • If the complaints remain unresolved after multiple attempts, the Board of Directors will escalate the issue to ICGA Board of Trustees for final arbitration and resolution.
  • In cases where the Executive Committee is in a sustained disagreement and is unable to fulfill it’s duties or adopt resolutions due to the inability of aligning majority EC members, the matter will be escalated to the Board of Directors for arbitration and final resolution.
  • In cases where the EC and Imam or any other employee are unable to resolve their dispute or conflict, the matter will be escalated to the Board of Directors for arbitration and final resolution.
  • In cases where the board is in a sustained disagreement and is unable to fulfill it’s duties or adopt resolutions due to the inability of aligning 5 Board members, the matter will be escalated to the Board of Trustees of ICGA for arbitration and final resolution.
Amendments

Any changes or edits to this document must be approved in writing by the ICGA Board of Trustees before they can become effective.
